About CCTRP
CCTRP was conceived by former Cook County Assessor James M. Houlihan and former Cook County
Board President John H. Stroger, Jr. and initiated as a pilot project to
promote economic development in south suburban Cook County, in the townships of
Bloom, Bremen, Calumet, Rich and Thornton. The project’s mission is to acquire
tax delinquent, vacant and abandoned properties and return them to the tax
rolls. The project markets the sites for industrial, commercial or residential
development.
The initiative was first approved by the Cook County Board of Commissioners in
June 2000. The project was initially scheduled to conclude in June 2002, but
has been extended to continue and expand upon its
accomplishments and successes.
